Didn't see one of these before. Seems to correct for a wrongly set TPS?
Is there any reason for one if you have a good TPS and set it correctly?

No..it was based on an early premise that more voltage would produce more fueling at wide open throttle.  The fallacy is that the tps is not used at wide open throttle as the ecm depends on lv8 to control fueling under load. Once PE is invoked, the tps is history.

Gimmickey cool guy part that was supposed to make the ECM you floored the gas pedal faster than you actually did.

Kinda the exact opposite of what happens when you put on a larger throttle body.
