use goats to eat up the undergrowth and the fires would not be near the problem that they currently are

I remember reading a story in spring or around then & they were bringing in goats to a Canadian City to eat the vegetation but i don't remember where or why? I seem to remember that something to do with it being the best way (most economical?) to get rid of the vegetation whatever it was? Maybe someone remembers reading it?
I thought it was weird being a Canadian City??
