It takes a 2/3's majority of the senate to ratify a treaty.  It would seem to be an impossible task, but, the president wields a lot of power with which he can punish those in his party that don't go along with him.  This is particularly true because the left end of his party is in the majority and those that are more middle of the road or conservative don't have the power to ignore party leadership without enduring isolation.

The UN is the domain of the wannabes, the haters, and the corrupt.  Kick them out of the U.S. and into the deepest part of the Atlantic trench (guess that would cause pollution of the worst kind?)
